No Talks Pending as Israel, Palestinians Both Spurn Kerry Plan

Swirling reports that Secretary of State John Kerry was close to securing a new round of peace talks between Israelis and Palestinians have proven another mirage as both sides have rejected the plan as currently composed.

Prime Minister Benjamin Netanyahu?s office was quick to dispel rumors of support for talks along the Arab Peace Initiative plan, the basis for Kerry?s efforts. This denial was emphasized when others threatened to withdraw from the Israeli government if talks even took place.

The Palestinians were initially reported to be viewing Kerry?s proposal favorably as well, however they too had rejected the plan by this afternoon, complaining about the lack of settlement freeze and saying they didn?t want to be rushed into a plan.

That leaves the situation essentially as it has been for years, with each side refusing to participate in talks but wanting to spin the lack of talks as entirely the other side?s fault.

Do you know how much you?re worth on the job market? It?s great if you suddenly discover that switching roles could result in a 30% salary uplift, but increasingly candidates are bidding themselves out of the market with unrealistic pay expectations.

Financial professionals in supposedly ?hot? job areas are holding out for unrealistically high salaries brought about by popular perceptions that they should be earning far more than employers are willing to pay. And, according to one recruiter, recruitment firms must take some of the blame.

Actuaries, the maths whizzes who have supposedly been in high demand for years now, are particularly culpable when it comes to buying into their own hype, believes Dr Geraldine Kaye, managing director of actuarial recruitment consultancy GAAPS Actuarial.

?We now see candidates reject actual job offers with extremely realistic and generous salary packages because they have been seduced by recruitment consultants who tell them an alternative job will pay even more, only to find those expectations prove to be fantasy and end up with no job at all,? she said.

In Europe, the Solvency II regulation helped drive contractor rates for specialist actuaries as high as??2k a day, and insurance firms attempted to lock them into full-time roles by bumping up salary packages. That ship has now sailed, and these sort of bubbles are not restricted to insurance ? investment banks and hedge funds are vying over compliance staff, which has helped drive salaries higher, while change management professionals ? helping to shake up banks? internal processes ? have been hot property for over two years now.

?Some investment banks have been willing to offer 50% pay rises to compliance staff in order to persuade them to move, because there is such a shortage of relevant skills,? said Andrew Breach, director and head of global banking and asset management recruitment at Page Executive. ?However, this is for the very best people ? there are a lot of people not up to the calibre that the banks demand who still expect big pay rises for switching jobs.?

However, it would be unfair to pin the blame entirely on recruiters. A lot of people are coming on to the job market for the first time in years, and have a dated view of what they should be earning, believes Ben Cowan, director of recruiters Astbury Marsden.

?We?d make an effort to manage expectations ? supply and demand go in cycles and very often someone can come to market demanding salaries that are entirely out of line with the market,? he said. ?However, some recruiters ? particularly smaller ones without a deep client base and candidate network ? will advertise jobs at the highest end of the market to attract candidates, which can skew their view of what they should be paid.?

Some people also convince themselves of their own worth, believes Breach: ?We managed to secure a candidate, who was earning ?50k, a pay rise to ?65k for switching from a large bank into a boutique player, but their mentor then convinced them they should be earning ?80k, which was never going to happen. It?s in the interest of a recruiter to try and secure a bigger salary, but not to the point where we undermine our client relationships.?

?There are a lot of people out of touch with reality ? credit derivatives professionals, people with expertise around FACTA and senior change professionals, all whom believe they should be earning salaries banks haven?t been willing to pay for years,? added Cowan.

Kaye, however, believes that recruiters have a lot to answer for, particularly when finding work for people from outside the City. One actuary came to London with a job offer, only to be told by recruiters that she wasn?t earning market rate, she said: ?So she declined the original offer, to find that other job offers never materialised. I find this irresponsible on behalf of my industry and a big dose of realism is required otherwise both employers and potential future employees will lose out more and more.?

EPA Building Named For Bill Clinton; He Says That's Fitting

The environment may not come to mind when most people think about former President Bill Clinton, but on Wednesday he defended his legacy as the Environmental Protection Agency's headquarters in Washington, D.C., was renamed in his honor.

At a ceremony in the EPA complex, Clinton mentioned reading an article that questioned whether his was the right name to put on the building.

"I think it more than sort of fits ? not for me, but for what we did. For what our administration did," Clinton said in remarks greeted by applause from a small crowd that included senators, a congressman and former members of his administration.

A short clip from the comments former President Bill Clinton made on Wednesday at the renaming of the Environmental Protection Agency's headquarters in his honor.

Clinton cited actions his administration took that protected wild lands, coral reefs and old growth trees. He stressed that his EPA put in place rules to clean up exhaust from factories and vehicles and set the first air quality standards for soot.

"When I left office, there were 43 million more Americans breathing air that met federal standards, which means less asthma among young people and fewer senior citizens dying because of air pollution," Clinton said.

The former president credited the environmentalists on his team, including his Interior Secretary Bruce Babbitt, his EPA chief Carol Browner and his vice president, Al Gore (who was not among those at Wednesday's ceremony).

Judith Layzer, associate professor of environmental policy at the Massachusetts Institute of Technology, says that unlike Gore, President Clinton wasn't an environmentalist. But she says he stood up for the EPA in 1994. Congressional Republicans, led by Newt Gingrich, wanted to eliminate regulations. Some wanted to do away with the agency.

"Instead of backing down ? the way liberals often do and the way environmentalists sometimes do and the way Clinton sometimes did ? he really reared up and said, you know, we are going to protect environmental laws we are not going to let Congress gut them," says Layzer.

But Clinton's record didn't please all those who consider themselves to be environmentalists. He supported trade deals, such as the North American Free Trade Agreement that were criticized for hurting the environment. Environmentalists feared factories would move to countries without pollution laws, and polluting industries would set up just across the border with Mexico.

And although Clinton signed the international climate change treaty called the Kyoto Protocol, he failed to send it to Congress to be ratified.

In his speech Wednesday, Clinton mentioned that the Senate had made its opposition to the treaty clear to him. "It is the only bill I ever lost in Congress before I sent it to them, and an astonishing example of bipartisan cooperation in the Senate, which voted against it 98 to nothing," Clinton said.

The building that's been renamed after President Clinton is one of a string of imposing structures with limestone facades near the National Mall. It sits next to the Ronald Reagan Building and International Trade Center.

Clinton accepted his new honor in an ornate hall ? with elaborately carved wooden ceiling and walls and crystal chandelier.

The former president also looked ahead during his remarks, saying that as he travels the world as an elder statesman, it is clear to him that these days leaders no longer have the option of ignoring climate change if they want to build jobs and strong economies.

"That is what the whole 21st century world is going to be about," he said.

Job Seekers Tap Into 'Hidden' Job Market

You've heard about trendy bars with unmarked doors or red-hot restaurants with unlisted phone numbers? Now there's a hidden job market, too.

A new study by online career site?FindEmployment?revealed that nearly 80 percent of job seekers are looking to take advantage of the "hidden job market." The hidden job market means that companies are creating roles for candidates who express interest in working for the company.

Job candidates have different methods of finding success in the hidden job market. The research found that nearly 40 percent of applicants believe the best way to approach opportunities in the hidden market is by identifying companies they would like to work for and then?sending those companies their r?sum?. Three in 10 candidates, however, prefer to present themselves personally and request an interview to showcase the talent, research and solutions they could bring to the company.

Additionally, one-quarter of those surveyed think the best strategy is to research the company's strengths, weaknesses and competitors.

"Job seekers globally need to take advantage of every means of enhancing their visibility in front of employers when they are searching for a job, particularly with such fierce competition with publicly advertised roles," said James Weaver, director of FindEmployment. "The determination to research a company and personally approach them with a tailor-made r?sum? emphasizing the contributions that you can bring to their company?showcases commitment, drive and ambition that can make you stand out as an asset to that company."

The study revealed that people thought employees who were advancing in their careers had utilized the hidden job market the best, followed by the unemployed and?graduates searching for their first job.

The "underground" job-searching method appears to be gaining steam: Overall, 55 percent of those surveyed plan to use some hidden-job-market search techniques in the future.

"It is definitely an approach to job seeking that I would advocate," Weaver said.

Teachers say plagiarism, informality are byproducts of digital influence on writing?

Most writing teachers believe that digital tools ? from wikis to whiteboards ? make it easier to teach writing, but say they worry about plagiarism and informality in their students' work, according to a new survey from the Pew Research Center?s Internet & American Life Project.

More than 2,400 Advanced Placement (AP) and National Writing Project (NWP) middle- and high-school teachers were asked about the use of digital tools including interactive whiteboards, wikis, websites, blogs, and collaborative Web-based tools (such as Google Docs) as sources of help for writing.

"In addition to giving students low ratings on their understanding of fair use and copyright, a majority of AP and NWP teachers also say students are not performing well when it comes to 'appropriately citing and/or referencing content' in their work," the study found.

"This is fairly common concern among the teachers in the study, who note how easy it is for students today to copy and paste others? work into their own and how difficult it often is to determine the actual source of much of the content they find online."

Those issues have become so important that 88 percent of the teachers said they spend class time talking to students about the concepts of "citation and plagiarism," while 75 percent make sure they talk about the notions of fair use and copyright with their students.

While 50 percent of teachers responded that they believe digital tools make it easier to teach writing, 18 percent are under the impression that such things make the process more difficult, according to the survey.

Teachers also said they view social network sites, cellphones and texting as "generally" helping teens with personal expression and creativity. But they also note the influences of those digital tools in the "creep" of informal style into formal writing assignments.

Sixty-eight percent of the teachers surveyed said that digital tools make students more likely to "take shortcuts and put no effort into their writing," 46 percent suggested that students are more likely to "write too fast and be careless," and 30 percent described their students ability to navigate fair use and copyright issues as "poor."

Only 15 percent of teachers said that their students were "excellent" or "very good" about appropriately citing content. (37 percent responded that their students were "fair" about the process, while 20 percent said their students' tendency to cite material appropriately was "poor.")

It's not all bad news though: 50 percent of surveyed teachers believe that digital tools actually make it easier to teach writing.

"Teachers do have concerns that digital tools are blurring the lines between formal and informal writing and see writing skills that need improvement," Kristen Purcell, associate director for research at the Pew Internet Project, points out, "but they also see the benefit of students having more people respond to their writing and the increased opportunities for expression these digital tools offer."

Cowboy gets silver medal

STILLWATER ? Oklahoma State?s Tom Farrell has claimed the silver medal in the 5,000 meters competition at the European Under-23 Track and Field Championships.

Farrell completed the race in 14:19.94 during the weekend competition in Tampere, Finland. The time was about half-a-second short of winning the race.

In the hammer throw, Cowboy Nick Miller took ninth place with a throw of 66.64 meters. The result matched his finish at the NCAA Outdoor Championships, but he beat NCAA champion Tomas Kruzliak by more than two meters.

Rockies trade Drillers pitcher

TULSA ? The Colorado Rockies have traded Tulsa Drillers pitcher Parker Frazier to the Cincinnati Reds for major league veteran hurler Armando Galarraga.

Frazier is expected to report to a Reds minor league affiliate, but the team hasn?t been named.

Frazier, a Tulsa native who attended Bishop Kelley High School, has split time with the Drillers and the Triple A Colorado Springs Sky Sox in 2013. Galarraga is best known for his near perfect game while pitching for the Detroit Tigers in 2010. An umpire?s incorrect call at first base kept him from pitching Major League Baseball?s 21st perfect game.

Miami-Dade mayor undecided on Jackson bond vote

Don?t count on Miami-Dade Mayor Carlos Gimenez to help the public Jackson Health System make its pitch to voters for $830 million in taxpayer-funded upgrades.

Gimenez told The Miami Herald last week that he has not decided if he will vote for the property-tax rate hike on the Nov. 5 ballot.

?I don?t know yet,? he said.

The day county commissioners approved the referendum earlier this month, the mayor said he worries about how Jackson?s plans might be affected by the federal healthcare overhaul. It will be a while before the public hospital system knows the extent of the Affordable Care Act?s effects on Jackson?s ability to compete, Gimenez said.

Jackson CEO Carlos Migoya has hired a campaign manager to run the political push on behalf of the hospital. Its fundraising arm, the Citizens for a Healthy Miami-Dade political action committee, had not raised any money as of June 30, according to campaign finance reports filed last week.

Kobe?s first stop in the UAE will be to the capital on the 26th of?September, where he will be coaching youths in a basketball skills clinic. The kids will also get a chance to meet Kobe and pick his brain about specific basketball techniques and skills.

The highlight of the weekend will be?Bryant leading the team warm-up and coaching the celebrity basketball game at the American University in Dubai on September 27th.?The game will consist of both international and local celebrities, including UAE based influential leaders. Bryant will be wearing a wireless microphone throughout the duration of the game so the crowd can hear his every word, which will truly be a great experience for fans. Fans will be able to get a look inside the great basketball mind of a legend during the game and witness his charismatic and humorous personality.

Following the celebrity basketball game, Kobe will be judging a slam dunk competition consisting of the best dunkers from the region. The grand finale of the exciting weekend will be a lively after party attended by Kobe Bryant and the celebrities in the game.

Kobe seems to trying to get up and get moving as it feels like he has spent enough time on the couch and watching TV. He has been actively rehabbing his Achilles injury, and now he traveling across the globe to not only spread his basketball knowledge but also bring joy to communities. His injury looks to have given him some perspective that the the road to the end may be near, and it is time to start sharing his knowledge and take advantage of the time he has left.

Texas House approves abortion bill in special session despite filibuster efforts

Texas House approved new abortion limits Wednesday in a second special session, less than two weeks after Senate Republicans failed to finish work on the bill amid a filibuster and raucous protests.

A final vote could be held as early as Friday in the Senate, where the measure died as the first special session expired. The House voted mostly along party lines on what has become signature GOP legislation.

Lawmakers spent more than 10 hours debating it Tuesday, and Republicans rejected every attempt to amend the bill. Throngs of protesters were missing for Wednesday?s mostly procedural vote after days of protests by supporters and opponents.

The bill requires doctors to have admitting privileges at nearby hospitals, only allow abortions in surgical centres and ban abortions after 20 weeks.

Gov. Rick Perry has made it a personal goal to end abortions in Texas, and voting for anti-abortion measures is a litmus test for Republican politicians. Conservative Christian groups keep scorecards on lawmaker?s voting records.

There is little Democrats can do to stop the measure in the Republican-controlled Legislature. But they have worked hard to enter into the legislative record testimony that opponents can use to convince a federal court to overturn the law before it can take effect.

They also say the Texas restrictions and those passed by other states conflict with the U.S. Supreme Court?s 1973 Roe v. Wade decision, which established that a woman has the right to get an abortion until her fetus could viably survive outside of the womb, which is generally at 22 to 24 weeks of the pregnancy.

It?s unclear if the Texas restrictions could survive a court challenge. Federal courts have suspended aspects of the bill enacted by other states. On Monday, a federal judge blocked enforcement of a Wisconsin abortion law requiring admitting privileges.

The Texas Medical Association, the Texas Hospital Association and the American College of Obstetrics and Gynecology oppose the bill, calling it unnecessary.

Democratic Rep. Ruth McClendon, of San Antonio, made one last attempt to amend the bill Wednesday to add funding for the Adoption Assistance Program, which provides financial assistance to families that adopt children in the foster care system. Other Democrats said that if the bill passes, then the number of unintended pregnancies would increase and place greater demand on the foster system.

?If we don?t adopt this amendment, then we are saying that we don?t care about the children of Texas,? she said.

But the bill?s author Rep. Jody Laubenberg, R-Parker, said she opposed all amendments to her bill. She said the Legislature had appropriated enough money for foster children.
